The city-county is now 29.4 percent African-American, while the metropolitan area is 16.4 percent black. And one out of every eight people who live in central Indiana, as defined by the 33-county Indianapolis television market, is African-American. In 1957, Indiana announced plans to build an interstate highway through the center of the Indiana Avenue neighborhoods in Indianapolis.
